Description:

The Town of North Wilkesboro is seeking statements of qualifications from professional firms to provide planning, engineering, landscape architecture, architectural design (plans and specifications), permitting, bidding assistance, and construction contract administration and oversight for the Smoot Park Revitalization Project. This project will include a pool, ADA-compliant pool house and restroom facility, ADA canoe launch, multipurpose field, skatepark, enhanced landscaping, furnishings, sidewalks, parking, lighting, and associating improvements. These components are associated with a conceptual Smoot Park Master Plan (attached) developed by the Town of North Wilkesboro. The master plan recommended a four-phased implementation process. Due to public interest and state funding, the intent is to complete the remaining three phases of the Smoot Park Master Plan simultaneously. The chosen firm will be required to develop designs using that plan as a basis.

Qualifications:
The selected firm’s assigned project staff must be experienced in all phases of planning, design, construction, and regulatory compliance requirements of similar types of public facilities; have extensive knowledge of the regulations governing the design and construction in the State of North Carolina; and have a proven capability to effectively and efficiently produce a successful project consistent with, and meeting the needs of, the goals outlined by Town of North Wilkesboro. The selected firm shall be properly licensed in the State of North Carolina.
Special Requirements:
1. Qualification submittals must include five (5) written, bound responses and one (1) electronic copy in a sealed envelope/package, clearly marked on the outside with the following: “RFQ Smoot Park Revitalization”. To be considered, Statements of Qualifications must be received by 5:00 pm EST on December 19, 2023. Written responses should be delivered to Dylan Blankley, Town Clerk, 832 Main Street, NC 28659. The electronic copy should be submitted in .pdf format and included in the submittal on electronic media. Both the written and electronic copies must be received by the deadline above. Responses received after this time will not be accepted. 2. All respondents to the request for qualifications shall address the following, as a minimum, and should conform to the numbering system used below: 1. Letter of transmittal, identifying contact person. 2. Form of organization. Whether the firm is a partnership, corporation, or sole proprietorship and where it is organized. The respondent shall provide documentation evidencing that the respondent is authorized to do business in the State of North Carolina.3. Statement substantiating the firm’s understanding of project objectives and task assignments. 4. A brief background and history of the firm. 5. Resumes of principals. 6. List of similar design work performed by the company over the last five years. Include as a minimum scope, size, cost, location, dates, time adherence, and owner contract. 7. List projects performed under the Construction Manager at Risk delivery method, if any. 8. Identify the proposed Project Representative (person directly responsible for the design and production of working documents) and proposed Principal-in-Charge and/or Project Executive, if different from the Project Representative. 9. Include resumes of Project Representative and Project Executive. 10. Provide three (3) client references. Park Development project references are preferred. 11. Describe your design workload in terms of project size, percent complete, and completion dates. Indicate the percentage of time that will be devoted to this project by each staff member. 12. Provide the fee structure of the firm including fees that may be charged. 13. Describe your firm’s approach to construction management. How will you work to ensure the project meets the Owner’s objectives in terms of schedule, cost control, and quality control? 14. State any history or present condition that would put the firm in a conflict of interest in the design and/or construction of the project. 15. Attach any other supporting material to your response.
