10/21/2020 State to pause in Phase 3 of reopening

[RALEIGH, NC, OCTOBER 21, 2020] – Earlier today Governor Roy Cooper announced that the state would pause in phase 3 of the pandemic recovery. The phase is scheduled to run through Friday, November 13, 2020.

Phase 3 relaxed some of the protective measures previously in place, and kept others.

• Limits on mass gatherings will be stay the same: 25 indoors and 50 outdoors;
• Large outdoor stadiums and venues (>10,000 seats) may operate at 7% occupancy;
• Smaller venues (<10,000 seats) like amphitheaters may operate at 30% occupancy or 100 persons, whichever is less;
• Movie theaters, conference centers, and similar venues may operate at 30% occupancy or 100 persons, whichever is less;
• Bars may operate outdoors at 30% of outdoor capacity, or 100 persons, whichever is less;
• Amusement parks may operate at 30% capacity (outdoor attractions only);
• The ban on alcohol sales after 11 p.m. remains in effect;
• Mask wearing in public remains mandatory for all persons over the age of 5.

The pause in reopening is due to increases in most public health trends. North Carolina experienced its two highest days of new cases within the past week.

Governor Cooper encouraged all North Carolinians to take personal responsibility for their own health and the health of their neighbors. This includes staying at home whenever possible, and following the three Ws (wear, wait, and wash) when going out in public.
